Jeffrey has been the General Manager for the Tehama-Colusa Canal Authority (TCCA) for over a decade. Heffery has a BS in Economics from UC Berkeley and a Juris Doctor (JD) from the University of San Diego School of Law.

The TCCA is a Joint Powers Authority comprised of 17 Central Valley Project water contractors. Jeffrey manages Tehama, Glenn, Colusa, and Yolo counties – located along the west side of the Sacramento Valley which provides irrigation water to farmers growing a variety of permanent and annual crops.
